Usage: will 'mind bar' &lt;victim&gt;

By use of this power, the skilled psionic can place a mental bar across
his vicitim's mind, leaving the victim without access to his or her intellect.
Successful barring leaves the victim dumbfounded, unable to speak or perform
many other tasks.
